BASIC閣僚会議

気候変動に関する国際交渉で出てくるグループの1つに、BASICというのがあります。メンバーであるブラジル、南アフリカ、インド、中国の頭文字をとった名前で、途上国の中でも成長が著しい、リーダー的な存在の国々のグループです。
そのBASICグループの閣僚会議が先日あったようで、その共同声明文がインド政府・環境森林省のウェブサイトで公開されています。

BASICの閣僚会議は、別に公式な国連会議でもなんでもありませんが、このグループの国々が、何を今度の会議で主張するかを知る上では重要なので、NGO業界ではよく話題になります。
18回もやっているんですね。

COP20での成果について

具体的にどのような会議であったかは分かりませんが、共同声明文の中で、気になった箇所をいくつかピックアップしてみます。
まずは、今年のCOP20・COP/MOP10（ペルー・リマ）で期待される成果について。


4. The Ministers underscored the need for finalization of the elements for a draft negotiating text for the 2015 outcome by the COP in Lima. They reiterated that the six core elements for the 2015 outcome have been identified in paragraph 5 of decision 1/CP.17 and that these should be addressed in a balanced and comprehensive manner through an open and transparent, inclusive, party-driven and consensus-building process. [emphases added]
交渉テキストの「要素」（いってみれば章立て）について合意するべきだということについて、再確認をしています。これは、普通に考えればこれまでの合意の繰り返しにすぎませんが、逆に言うと、最近の傾向であり、議長国の希望である「リマで最初の交渉テキストを作る」というところまでは踏み込んでいません。
また、「要素」については、相変わらず、ダーバンでのCOP決定において上げられている6つの要素を基礎とするべきだという主旨のことが述べられています。この辺もポジションは変わっていませんね。

次期目標案・INDCsについて

お次はいわゆるINDCsです。INDCsとは、intended nationally determined contributions の略です。ざっくり言えば、各国が次期枠組みにおいて掲げる目標の案のことです。昨年のCOP19・COP/MOP9（ポーランド・ワルシャワ開催）にて、2015年3月までに出すことが奨励されました（本当の決定文はもうちょい複雑なのですが）。
まだ「案」であり、最終決定ではないという意味で、"intended"という言葉が使われ、上から課されるのではなく、各国が自分たちで決めるという意味で"nationally determined"という言葉が使われています。最後の"contributions"は、先進国も途上国も同じ"commitment"を負うべきだとした先進国側と、先進国と途上国は別々の約束、すなわち先進国＝"target"、途上国＝"action"として、責任の差を明確にするべきだという途上国側との間をとって採用された言葉です。
そのいわくつきのINDCsについて、BASIC閣僚共同声明文が言及しているのが下の部分。


7. The Ministers concurred with the need for all Parties to communicate their intended nationally determined contributions (INDCs) as early as possible. The Ministers affirmed that the INDCs would include all pillars of the Durban Platform - mitigation, adaptation,finance, technology development and transfer and capacity-building.

8. The Ministers stressed that in accordance with the Convention principle of differentiation, the commitments of the developed countries to be included in the INDCs should be quantified economy-wide emission reduction targets for mitigation and provision of finance, technology development and transfer as well as capacity building support to developing countries for their mitigation and adaptation actions. They reiterated that the INDCs of developing countries will be in the context of their social and development needs and will also be premised on the extent of financial, technological and capacity-building support provided by developed countries.

9. The Ministers emphasized that the information to be provided in the context of the INDCs would also need to be accordingly differentiated between the developed and developing countries in accordance with Article 12 of the Convention. The Ministers further stressed that the purpose of such information is to facilitate the clarity, transparency and understanding of the INDCs in accordance with the Warsaw decision.

共同声明文をみると、
  • 相変わらず、BASICとしては、先進国と途上国を明確に区別した目標のあり方を求めていること
  • BASICは、引き続き、INDCsの中にいわゆる排出量削減目標だけでなく、とくに先進国は、資金・技術・キャパシティビルディングの支援を書き込むことを求めていること。途上国については、そうした支援の存在を条件としたものとなること
  • 提出の時期については、「なるべく早期に」という表現にとどまっていること
がわかります。いずれも、従来からのBASIC諸国の立場から大きく変わっていませんので、驚きはありませんが、相変わらず、先進国と途上国の明確な差異化を求めていることがやや気になります。INDCsは、そもそも各国が独自に作るものなので、あまりそこに固執して、交渉の硬直化を招いてほしくないなーというのが率直なところです。
あと、時期については、前回の国連会議のタイミングで、中国は来年前半に出すという意思を示していたので、もう少し他の国も含めて踏み込んでくるかなーと期待したのですが、やっぱそうはいかないですよね。
総じて、途上国側の雄としてのハードラインは変わっておらず、厳しい交渉となりそうです。
